Personnel  transfers take place at the metropolitan police department and Sakuragi Izumi is  called upon by Nagashima Hideo who had been transferred to the special crime  investigations prevention department. At the same time, the special  investigations team members are transferred to other departments, each  struggling to settle into their new environment. Izumi teams up with ace  sergeant Takigawa a man with extensive knowledge and experience in the field.  While Takigawa is not completely convinced about their partnership, he takes  leadership and sternly instructs Izumi. One day, suspicious death accidents  occur consecutively and the bereaved visit the jurisdiction to request a  reinvestigation. Soon, it becomes apparent that each and every one of the  accidents were caused by defected products from various corporations. Takamine  Ryoko notices a certain pattern to the accidents and begins to suspect a chance  of "corporate blackmail". Can the team solve the mystery in time to save the  next victim?

Izawa  Norito (Sawamura Ikki) is a former elite detective of the Tokyo Metropolitan  Police’ Public Security Department. He transferred from this department to be  the director of the General Affairs Department’s Documentation Division after  some incident occurred. It is the place where troublemakers are gathered to get  rid of them. The Documentation Division is actually a cover for these drifters  (Yokoyama Yu, Honda Tsubasa, Emoto Tokio, Hirata Mitsuru) to proceed with  missions for an important project which is being conducted in secret. This  project involves aggregating data such as the personal information on Japanese  citizens, surveillance camera footage nationwide as well as email and phone  data. It is analysed and compared with data on crimes that took place in the  past 15 years to find dangerous people with a high probability of committing  grave offenses, primarily murders before these happen.

Set  several months from the present day, massive bombs are placed in several  locations around Tokyo including Shibuya, Shinjuku, and Kasumigaseki. The Prime  Minister's Official Residence declares a state of emergency. Special unit Mihan  members Toru Yamauchi (Yu Yokoyama) and Yui Odagiri (Tsubasa Honda) participate  in the police investigation. While Yui Odagiri searches for explosives with the  bomb disposal unit, he finds Mihan leader Norito Izawa (Ikki Sawamura) holding a  gun and a dead woman's body laying in front of him.  SousaIzawa Norito (Sawamura Ikki), whose wife and daughter were ruthlessly  murdered, is the leader of the Mihan team. This team analyses big data such as  the personal information on Japanese citizens – email and phone records,  financial institutions’ deposit and withdrawal records – and surveillance camera  footage nationwide. It then investigates dangerous people identified as future  criminals and sets out to prevent such grave offences, primarily murders before  these happen. One day, explosives are placed in multiple places including  Shibuya, Shinjuku and Kasumigaseki, triggering the highest alert level. The  Prime Minister’s official residence declares a state of emergency. As the  Special Assault Team and the bomb disposal unit are mobilised, Odagiri Yui  (Honda Tsubasa) and Yamauchi Toru (Yokoyama Yu) from the Mihan team join the  investigation. While searching for the explosives, Yui enters a room and finds  Izawa standing in front of a woman who has been shot dead. He is in tears and  holding a gun in his hand. Yui is so shocked that she is unable to make a sound.  Did Izawa cross the line as a detective and kill the woman because of his anger  at the criminal?
